While Phoenix sees extremely little precipitation, the influx of monsoonal moisture from July to September has been known to cause heavy localized precipitation and even flooding. During this time, humid air comes from the Gulf of California, also causing thunderstorms, strong winds, large hail, and tornados. Winter storms from the Pacific Ocean occasionally affect the city.
While crime rates in Phoenix have dropped overall in recent years, they still exceed state and national averages. Street gangs, prostitution, kidnapping and the drug trade are major public safety issues. Car theft is also a large problem putting Phoenix among the top cities in the country.
